For security reasons and to avoid greater possibility of fraud, all supermarket, discount (including Walmart, Target, Kmart, Hy Vee, etc), and drug store purchases outside Kansas and Missouri, made with a debit card will be required to enter a Personal Identification Number (PIN) at the transaction terminal, regardless of the dollar amount. Debit card transactions in the following states are restricted to PIN-based transactions only: New York,  Texas, and California.
